A PM-KUSUM solar company cannot be selected from a logo, advertisement, website, or earlier project list. The first decision is the exact scheme component and current state route. Company review starts only after that route is verified.

MNRE’s PM-KUSUM scheme page states that the scheme period ran through 31 March 2026. The national PM-KUSUM portal remains active in August 2026 and displays later project records.

Those two facts do not conflict. Existing sanctions, projects, claims, financial closure, installation, or commissioning can need later records. A later clarification does not automatically open a fresh nationwide beneficiary window.

Start With the 2026 Status Test

Do not ask which company is best until you can answer 6 status questions:

  1. Which component and sub-route applies?
  2. Which state agency or DISCOM implements it?
  3. Is there a current notice for this beneficiary, project, feeder, or allocation?
  4. Does that notice accept new applications or only continue sanctioned work?
  5. Which legal entities and products are authorized for the named route?
  6. Which official channel controls application, contribution, contract, and complaints?

The portal’s document register lists 2026 claim formats and implementation clarifications. Read the exact document, not only its title.

An extension can concern financial closure for an awarded project. A revised claim form can concern an implementing agency. Neither record necessarily invites a new farmer application.

Ask the issuing agency to confirm the current position in writing. Record the officer, office, date, contact channel, file reference, and reply. Keep a downloaded copy of the governing notice.

If the agency cannot identify a current project route, stop. A company’s promise cannot create an MNRE sanction, state allocation, DISCOM tender, or beneficiary window.

Separate the Four PM-KUSUM Routes

The national portal displays 4 practical routes. Component C must be divided because individual pump solarisation and feeder-level solarisation use different procurement structures.

Never transfer a vendor name or rate across these rows. A Component B pump vendor is not automatically a Component A RPG. A feeder-level developer is not automatically an individual-pump vendor.

Build the Official-Record Chain

A company claim should connect to an unbroken official record chain. Build it before requesting commercial proposals.

Start at the national portal or MNRE page. Follow the official link to the named state agency. Do not begin with a sponsored search result or message forwarded by an agent.

Check the current state’s domain and department identity. Call a number obtained from the official agency site, not the number printed on a payment message. Confirm the exact notice number.

Record every amendment in date order. A corrigendum may change district, capacity, product category, contribution, deadline, eligibility, or milestone. The latest valid record controls only when the issuer says so.

The national portal’s public-information area provides routes for vendor, rate-card, service-centre, test, and beneficiary records. Treat each result as narrowly scoped evidence.

Stop Fraud Before It Reaches Procurement

The national portal warns about fraudulent websites and applications that request registration fees or pump payments. A familiar scheme name or official-looking emblem does not verify the collector.

Stop when any person does these things:

  • promises guaranteed selection without a current agency record
  • asks for payment to a personal account or wallet
  • sends a shortened payment link without an official portal path
  • creates urgency around a window the agency cannot confirm
  • quotes a beneficiary number that cannot be verified independently
  • refuses to name the legal payee and payment milestone
  • uses an old vendor list for a different state or component
  • promises a subsidy release directly from a private company
  • changes bank details through messaging without agency confirmation
  • asks for an OTP, password, PIN, or remote access to a device
  • offers a cash refund outside the official receipt process
  • avoids written questions about tender, district, product, or service centre

Verify the beneficiary or project reference with the implementing agency. Ask it to confirm the legal payee, bank, amount, milestone, deadline, and receipt process.

Use two-person approval for every payment. One person matches the official record. Another confirms bank details through an independently obtained agency channel.

Preserve the payment instruction, confirmation, invoice, receipt, bank reference, and project ledger. Never replace an official receipt with a chat screenshot.

If fraud is suspected, stop payment and contact the bank promptly. Notify the implementing agency and use the applicable official cybercrime or police channel. Preserve messages, numbers, domains, account details, and transaction records.

A brand can appear in many forms. The tender award may name a company, partnership, LLP, consortium, special-purpose vehicle, or lead member. Match the exact legal entity.

Capture:

  • legal name, entity type, and registration number
  • registered office and current recorded status
  • GSTIN and invoice name where applicable
  • directors, partners, or authorized signatories relevant to the bid
  • consortium members and joint responsibilities
  • awardee, subcontractor, manufacturer, dealer, installer, and service roles
  • bank-account name and authorized payment route
  • tender, package, district, capacity, and validity boundary

Use the official MCA master-data service to help confirm a company or LLP identity. Corporate existence does not prove a PM-KUSUM award.

The GST taxpayer search can check a quoted GSTIN. GST registration does not prove scheme authorization or safe bank details.

Ask the issuing agency whether subcontracting is permitted. Obtain the written approval and scope where required. A subcontractor cannot borrow the awardee’s status for unrelated districts or work.

Match the signatory’s authority to a board resolution, power of attorney, tender authorization, or contract record as applicable. Verify expiry, scope, and revocation.

Component A Company Gate

Component A concerns decentralized grid-connected renewable power projects. The company may appear as an RPG, developer, EPC contractor, O&M provider, adviser, or financier. Those roles are not interchangeable.

Verify the project route

Obtain the DISCOM or authorised-agency record that names the substation, available capacity, application process, schedule, and selection method. Match the applicant to the exact substation and project.

For a selected project, collect the bid record, LoA, PPA, land arrangement, connectivity approval, and project schedule. Do not treat an EoI submission as an award.

Separate the parties

Build a responsibility matrix for:

  • farmer or landowner
  • applicant or selected RPG
  • project developer
  • EPC contractor
  • module and inverter suppliers
  • dedicated-line and bay contractor
  • O&M provider
  • lender and security trustee
  • DISCOM, SNA, inspector, and metering parties

Name the entity that owns the plant and receives power payments. Name the entity that pays lease rent. Name the entity responsible for land rights, connectivity, approvals, construction, operation, insurance, taxes, and restoration.

Audit land and access

Verify title, possession, survey boundaries, encumbrances, land use, access, easements, and the authorised signatories. A landowner should receive independent legal advice before signing.

Check lease commencement, construction access, rent start, escalation, payment security, taxes, damage, lender rights, assignment, termination, default, restoration, and dispute terms.

Do not publish or accept an assumed land rent. The guidelines describe possible structures, while the signed agreement controls the amount and payment route.

Audit technical and delivery scope

Require an approved design basis covering modules, inverters, structure, DC, AC, transformer, switchgear, protection, meter, SCADA, forecasting, dedicated line, bay, earthing, security, and civil work.

Record the grid-delivery point and loss boundary. Confirm who designs, builds, pays for, owns, and maintains each connection asset.

Tie milestones to documented acceptance. Delivery to site is not commissioning. Synchronisation is not necessarily commercial operation.

Audit contracts and finance

Reconcile the PPA, EPC contract, O&M agreement, land agreement, financing documents, and insurance. A promise in one contract may be excluded by another.

Review securities, conditions precedent, scheduled dates, delay duties, output obligations, curtailment treatment, billing, payment security, defaults, change in law, force majeure, step-in, termination, and disputes.

Component B Standalone Pump Company Gate

Component B concerns standalone agricultural pumps under a state implementation route. It is not a small Component A plant.

Confirm the current state route

Obtain the state implementing-agency notice, MNRE sanction reference where applicable, tender, addenda, selected-vendor record, district allocation, beneficiary process, and effective rate record.

Match all of these fields:

  • state and implementing agency
  • Component B label
  • sanction or allocation reference
  • tender and package
  • legal vendor name
  • allotted district or cluster
  • exact pump-system category and capacity
  • valid product or test reference
  • effective date and applicable amendment
  • beneficiary contribution and official collection route
  • installation and completion milestone
  • AMC, insurance, monitoring, service, and complaints scope

A selected vendor in one district may not serve another district. A historical centralized-tender list does not prove a current work order.

Verify beneficiary selection

Confirm that the implementing agency recognizes the beneficiary, location, water source, land or irrigation right, and application reference. Do not rely on a vendor-generated form alone.

Check whether the notice covers a new pump, replacement, existing diesel pump, community system, WUA, or another category. Never infer eligibility from a national summary.

Audit the pump system

The approved system is more than the pump. Record the exact pump, motor, controller, module, structure, cable, earthing, pipe boundary, sensors, monitoring device, labels, and protection.

Match capacity, pump type, head range, discharge requirement, water source, controller, array size, structure, and test evidence. Confirm the approved make, model, category, and permitted substitution process.

Do not accept a different pump because it has the same horsepower. Hydraulic curve, motor, controller, voltage, current, head, discharge, materials, and service parts can differ.

Audit vendor duties

The consolidated guidelines describe design, supply, installation, commissioning, five-year AMC, insurance, monitoring, district service centres, helpline, inspections, and complaint duties for the relevant pump route.

Confirm the current tender terms rather than quoting the guideline alone. Record the service-centre address, staff, tools, spares, phone, language, hours, escalation, visit process, and closure evidence.

Component C Individual Pump Solarisation Gate

Component C individual pump solarisation starts with an existing grid-connected agricultural pump. It is not a standalone-pump purchase.

Verify the connection and beneficiary

Match the consumer, connection number, sanctioned pump load, meter, tariff category, location, feeder, ownership, and outstanding issues to the implementing-agency record.

Confirm the selected state modality and exact project terms. Do not assume an export arrangement, meter method, purchase rate, or settlement process.

Verify the solarisation package

Record the existing pump condition and whether it remains, changes, or receives other work. Define the solar array, structure, controller or power electronics, changeover, protection, meter, cables, earthing, monitoring, and grid interface.

The system must match the exact state tender, product schedule, connection, and approved design. A Component B pump rate is not an individual-pump solarisation rate.

Verify energy and control boundaries

Identify how the pump operates during solar availability and how grid interaction is controlled. Confirm meter ownership, export recording, settings, communication, outage behavior, and complaint ownership.

Do not promise export income, savings, or uninterrupted pumping. Those outcomes depend on the contract, meter, grid, water, operation, settlement, and project-specific rules.

Verify installation and service

Keep existing electrical safety and agricultural access in scope. Record shutdown, isolation, old equipment, panel changes, cable routes, array security, fencing, drainage, and restoration.

Confirm inspection, commissioning, monitoring enrollment, warranty, AMC, insurance, service centre, helpline, spares, complaint response, and farmer training under the exact contract.

Component C Feeder-Level Solarisation Gate

Feeder-level solarisation is a power and network project. A farmer usually does not select a pump vendor from a rate card for this route.

Verify the feeder and implementation mode

Obtain the named feeder, substation, connected agricultural load, sanctioned capacity, implementing agency, tender, addenda, award, and project boundary.

Confirm whether the project uses the stated CAPEX, RESCO, or other permitted structure in the current record. Do not infer the mode from a news release.

The official feeder-level guidelines address feeder surveys, network maintenance, protection, and remote monitoring. The tender and signed contract define the actual project.

Separate developer, EPC, and O&M roles

The awardee may use an EPC contractor or subcontractors. Record who holds the award, who finances, who owns, who designs, who constructs, and who operates.

Verify permitted subcontracting and agency approval. Match every entity to its package, capacity, feeder, site, and role.

Audit the interface

Define land, access, evacuation, dedicated line, bay, transformer, meter, protection, SCADA, communication, control, and feeder work. Assign every survey, approval, shutdown, test, and asset handover.

Review feeder condition, connected load, daytime supply plan, protection coordination, earthing, fault levels, metering, communication availability, and non-participating connections.

Audit project acceptance

Build hold points for design approval, equipment inspection, foundations, structure, cabling, protection, meter, monitoring, energisation, synchronisation, performance testing, and commercial acceptance.

Tie invoices and agency payments to the signed contract. Do not treat a contractor’s invoice as the sanctioned rate, tariff, CFA claim, or developer revenue.

Create a Company Evidence Room

Ask every candidate to upload the same evidence. Do not accept a sales presentation as the index.

Verify a sample instead of counting files. Call the service centre through an independently verified number. Check a technician record. Trace one spare. Review one closed complaint with permission.

Use the Right Decision Path for Your Role

Different readers enter PM-KUSUM at different points. The company cannot define your role after the commercial conversation begins. Confirm it from the official route first.

Farmer or pump beneficiary

Ask the implementing agency whether your application, connection, water source, district, and pump category belong to a current record. Obtain the beneficiary reference directly from the official system.

Confirm whether you are selecting among authorized vendors or receiving an agency allocation. Record any permitted choice, deadline, product category, contribution, survey, and installation process.

Do not sign a completion form before the system is complete. Do not share an OTP with a vendor. Do not pay for a different model or extra work without written agency confirmation.

At handover, operate the system under supervision. Verify water delivery, controls, safe shutdown, monitoring, service contact, complaint registration, warranty, AMC, and insurance documents.

Landowner under Component A

Confirm whether you will be the RPG, join an RPG, or lease land to a developer. These positions create different rights, duties, finance needs, and risks.

Verify land title, access, project footprint, line route, lease area, construction period, and restoration. Obtain independent advice on the lease, PPA connection, lender rights, assignment, default, and termination.

Identify who pays rent and when payment begins. Define evidence for area, commercial operation, energy-linked rent where proposed, escalation, withholding, tax, and delayed payment.

Do not transfer a model lease blank into a signed deal without reviewing state and project documents. Do not accept an income forecast as a guaranteed payment.

Cooperative, FPO, WUA, or group applicant

Verify the entity’s registration, governing documents, members, resolutions, signatories, bank controls, land or water rights, and authority to enter the proposed route.

Record member contributions, voting, conflicts, benefits, liabilities, asset ownership, operations, complaint handling, and exit. A company representative should not control the group’s bank approval or minutes.

Ask how the official record names the group. Match that name across application, sanction, contract, bank account, invoices, land documents, and commissioning.

RPG or project developer

Build a compliance matrix from the EoI, bid, LoA, PPA, land, connectivity, permits, finance, EPC, O&M, insurance, and schedule. Assign an owner and evidence date to each duty.

Verify that EPC and O&M subcontracting complies with the signed documents. Preserve approval for any change in control, consortium, contractor, design, equipment, land, or capacity.

Keep financial close, notice to proceed, construction, synchronization, commissioning, and commercial-operation milestones separate. A 2026 clarification about one milestone does not reopen the original application process.

DISCOM or implementing-agency procurement team

Publish controlled records through official channels. Make component, package, district, product, date, revision, payment, and contact boundaries clear.

Check legal identity, conflicts, securities, technical evidence, delivery capacity, service centres, monitoring, insurance, and complaint performance. Tie release to verified milestones and complete records.

Keep beneficiary communication separate from vendor marketing. Provide an official method to verify calls, payment instructions, beneficiary status, product changes, and complaint tickets.

Audit References Without Borrowing Their Claims

A company reference can support a narrow capability claim. It cannot prove current eligibility for your project.

Request a reference schedule with:

  • official project or tender reference
  • component and sub-route
  • state, district, and implementing agency
  • legal awardee and the candidate’s exact role
  • contracted and completed scope
  • equipment category and capacity
  • installation and commissioning dates
  • current service responsibility
  • reference contact with permission
  • defects, delays, changes, and disputes disclosed under the procurement rules

Verify the project through the issuing agency or a controlled public record where possible. Then contact the authorized reference independently.

Ask factual questions. Did the named legal entity perform the stated role? Was the system accepted? Were documents complete? Did the service centre respond through the contracted path?

Ask what the company did not perform. A module supplier should not receive credit for EPC execution. A subcontract installer should not present itself as the selected RPG.

Compare the reference with your project. Check component, capacity, water source, head, grid interface, district, transport, soil, climate, language, monitoring, and service boundary.

One good reference does not prove delivery capacity for a large allocation. Ask for the team, equipment, working capital, supply plan, service network, and schedule needed for the proposed quantity.

One disputed project does not automatically disqualify a company. Obtain the chronology, contract boundary, notices, remedy, and present status. Apply the tender’s disclosure and evaluation rules.

Never publish beneficiary names, phone numbers, land details, account information, or system credentials without authority. Keep reference evidence within the agreed procurement purpose.

Date every reference result. A prior award does not become a current award, and a historical service centre does not prove present district coverage.

Run a Controlled Clarification and Award Process

Issue one written request to every candidate. Include the official record chain, technical inputs, scope, schedule, response template, draft contract, and deviation form.

Require candidates to identify every assumption. Silence should not mean compliance. A blank response should remain an open item.

Use a clarification register with question, source clause, bidder response, evidence, reviewer, status, cost effect, schedule effect, and final disposition.

Send material common clarifications to all bidders under the procurement rules. Do not give one candidate private scope information that changes competition.

Separate technical opening and commercial comparison when the procedure requires it. Do not use a low price to excuse a failed mandatory technical gate.

Recalculate every commercial schedule. Check quantities, unit rates, tax, discount, total, milestones, securities, validity, and arithmetic. Reconcile the offer to the official rate or award boundary.

Hold a pre-award meeting with authorized representatives. Read every deviation into the record. Close or reject it before issuing an LoA or contract.

The award should identify the exact legal entity, role, component, package, district, quantity, product boundary, rate, tax, payment, securities, programme, service, documents, and acceptance.

Publish or communicate the result through the official route required by the procurement. Provide a safe beneficiary verification method.

At contract kickoff, freeze the record set. List every governing document in priority order. Name the process for addenda, substitutions, site changes, extra work, time extensions, and disputes.

Keep a decision log through final handover. A later staff change should not erase why the project accepted a product, payment, extension, test, or defect remedy.

Set weights for the exact route. A pump tender needs hydraulic and district-service evidence. Component A needs project finance, grid, EPC, PPA, and O&M evidence.

Record the source and reviewer for each score. Require a written reason for every adjustment. Keep conflicts of interest visible.

Conduct the Pump and Site Survey

A pump quote is unreliable without a water and site survey. Use qualified reviewers for the final design.

Record the water source:

  • borewell, open well, pond, canal, tank, or another source
  • ownership and legal right to use it
  • bore depth and casing where applicable
  • seasonal static and pumping water levels
  • tested yield and recovery information
  • silt, sand, salinity, corrosivity, and water quality concerns
  • known seasonal or regulatory restrictions

Calculate total dynamic head from verified inputs. Include vertical lift, drawdown, delivery elevation, pipe friction, fittings, and required terminal pressure.

Record required discharge by time and season. Link it to irrigated area, crop plan, irrigation method, storage, operating window, and water availability.

Survey the route from array to pump and discharge point. Measure cable and pipe lengths, bends, crossings, access, flood risk, animal contact, cultivation activity, and theft exposure.

Survey shading across the operating year. Check array orientation, structure footprint, soil, foundation, wind, corrosion, drainage, fencing, cleaning access, and future crop growth.

For grid-connected work, record service connection, phase, meter, panel, protection, earthing, feeder, shutdown, and utility interface. Do not assume existing wiring is acceptable.

Freeze the survey with photographs, coordinates where authorized, drawings, inputs, reviewer, beneficiary acknowledgement, and revision. Treat a later site change through formal change control.

Normalize the Rate, Quote, and Award

The word “rate” can refer to several boundaries. Identify which one applies before comparison.
