Answer: Start a Davao Light net-metering application by confirming the utility on your electricity bill and requesting its current application checklist. Prepare the project’s electrical and permit records, complete the required inspection and metering stages, and confirm permission to operate. Export credits need the applicable settlement rate; they should not be modelled automatically at the full retail electricity price.
Contact Davao Light before finalising the design
Use Davao Light’s official support page to request the current form, submission channel, stage-specific requirements and fee schedule. Confirm which office handles your connection. A nearby service centre or a city name is not proof that the utility serves a particular account.
Ask the utility to confirm proposed system eligibility, the capacity basis it uses, technical assessment requirements and the sequence for inspection, meter installation and commissioning. Retain its written response with the proposal.
Capacity and processing claims: what the DOE states
The DOE’s 1 April 2026 announcement describes net metering for qualified renewable energy systems up to 100 kW. It does not support the previous claim on this page that there is no absolute capacity cap or that a 1 MW limit was lifted for commercial customers.
The announcement directs distribution utilities and electric cooperatives to complete application processing, including technical rectifications, within 10 working days, and LGUs to act on covered permits within three working days. It states that the advisory applies during the declared national energy emergency unless revoked earlier. Verify its continuing applicability and the relevant application stages with the responsible authorities.
Do not interpret that announcement as an unconditional promise that a meter will be installed within 10 days of any initial enquiry. It also does not establish a universal three-day CFEI clock starting from the inspection date. Obtain the applicable directive and written stage-specific guidance before calculating a deadline or alleging a breach.
Keep certification and inspection documents distinct
A utility application, an LGU electrical inspection document and an ERC generation Certificate of Compliance are different records. Do not assume that an installer’s engineer can issue an ERC CoC simply by signing the installation drawings.
Ask who prepares, submits and issues each required document for the actual project. The CFEI guide explains the inspection document’s role. Check the ERC’s generation information for current qualified-end-user application material and confirm requirements with Davao Light.
An application file to organise
This is an editorial preparation checklist; Davao Light’s current instructions determine mandatory submissions and timing.
| Stage | Records to organise |
|---|---|
| Initial enquiry | Account details, proposed PV and inverter capacities, operating arrangement |
| Design and permits | Required plans, equipment evidence and local permit instructions |
| Installation review | As-built information, inspection and test records |
| Application tracking | Submitted documents, receipt date, reference number and requests for clarification |
| Connection | Agreement, metering arrangements and commissioning confirmation |
| Billing | Import and export readings, applied credits and any carried balance |
Record each submission and response. If processing stalls, ask for the outstanding items and responsible stage in writing. Retain that correspondence when seeking help from the utility or regulator.
Estimate savings from verified inputs
Use the customer’s tariff, load profile, project quote and applicable export-credit rule. This review did not verify a current Davao Light export rate, a universal retail rate or a typical residential payback period.
For a hypothetical month, assume 500 kWh of PV generation: 350 kWh used on site and 150 kWh exported. Apply the relevant avoided import charge to the 350 kWh and the confirmed export settlement treatment to the 150 kWh. Include fixed charges and other costs that remain payable. The example demonstrates the calculation structure; it is not a Davao production forecast or tariff estimate.
Evaluate generation and self-consumption assumptions separately from credit settlement. A larger array does not automatically produce a better return when consumption patterns, costs and export values change.
For related applications, see the Philippines compliance hub and VECO guide. When evaluating generation and financial modelling, provide verified project inputs and confirm the supported workflow. This guide does not establish that SurgePV maintains automatic current Davao Light tariff data.
Reviewed 30 September 2026. Davao Light’s support page and the linked DOE announcement were reviewed. The utility’s full current checklist, effective settlement details and emergency advisory status require confirmation for the project; no fixed fees, export rates or completion promise are supplied here.
